About Dr. Chang Lung Tsai
Dr. Sergei Andronikov has over 30 years of academic experience serving as an Academic Administrator, business professor and researcher in the universities in S-E Asia, the Netherlands, United Kingdom and three different states in the US, also administering Business Programs including MBA/EMBA and Executive Education. Twice he was awarded with Royal Society Fellowship, UK.

Dr. Tsai got his MSEE Degree in Electrical Engineering from University of Southern California in 1994 Ph. D. degree from National Central University of Taiwan in 2006. He started his teaching career from 2004 till now and he serves for University of The Potomac from 2024.
Dr. Tsai also had experience of working for government. He worked for Taiwan government for 18 years and worked for Baltimore County Government (full time) and Montgomery County Government (TEBS IT volunterr) in 2022 and 2023.
Dr. Tsai likes to do research. His research is focused on cybersecurity, and multimedia processing. Dr. Tsai has published more than 20 journals and 60 conference papers.
He likes to make contribution for teaching and public services.
